Collier County Commissioners approved about $2 million in incentives for Arthrex Tuesday, but the medical device manufacturer says it still is not certain it will go ahead with plans to build a plant in Ave Maria and expand its North Naples facilities. Commissioners voted 4-1 in favor of the incentives, but Arthrex spokesman Scott Price said later that because there was one dissenting vote - that of Commissioner Georgia Hiller - the company is still considering expanding in Lee County instead and will make its decision in 30 days.
